Service Personnel Initial and Level 1 Training

Certification

After the training, you are awarded 2 kinds of certificates including Personnel Initial Training Certificate and Level 1 Technical Training Certificate. The certificate is to certify that the candidate has competence in relation to the training outcomes within ISO 23678-2 and ISO 23678-3.

The Holder of this certificate has received introductory and familiarization training in relation to IMO Resolution MSC 402(96), Section 8: Paragraph 8.2.1 for thorough examination, operational testing, repair and overhaul of lifeboat (including free-fall lifeboats), rescue boats and fast rescue boats, launching appliances and on-load release gear, as applicable;

This certificate is applicable to the various make, types and series of equipment from multi-brand of manufacturers.

Scenario Based Training

It covers scenario-based real training and simulation application practices throughout the training.

Course Content

Service Personnel Initial Training

This programme is designed to meet the initial training and assessment requirements for all prospective service technicians.

Candidates assessed as competent shall be issued a certificate that states the qualification and range of the procedures that the certificate covers. The interval between the initial training and the assessment and subsequent re-assessment/refresher training shall be three years.

Candidate pre-requisites

Candidates shall hold or be working towards a nationally recognized qualification in engineering or mechanics, but not unduly excluding similar qualifications.

Aim

The aim of this programme is to give individuals who have little or no experience as a service technician the theoretical and practical knowledge of the operations of the manufacturer or the authorized service provider (ASP) at an entry level that enables them to progress through the level 1 and level 2 service technician training.

Key objectives

The key objectives are to ensure:

  • Have been introduced to and are familiarized with the terminology and equipment;
  • Have an awareness of the functions and roles of the various organizations within the maritime and offshore industry, in relation to manufacturer/ASP operations;
  • Can identify the types, components, role, function, design and construction requirements for lifeboats (including free-fall lifeboats), rescue boats and fast rescue boats, including on-load release gear and launching appliances;
  • Can identify and explain the key causes of lifeboat and rescue boat accidents;
  • Understand the roles and responsibilities of a manufacturer/ASP service technician;
  • Can identify, interpret and apply to their role key legislation, industry guidelines, rules, regulations and conventions applicable to ASP/manufacturer operations;
  • Can identify the procedures for maintenance thorough examination, operational testing, repair and overhaul of lifeboat (including free-fall lifeboats), rescue boats and fast rescue boats, launching appliances and on-load release gear, as applicable;
  • Can identify the requirements for reports and records;
  • Understand and can demonstrate in their working environment basic safety and awareness.

Level 1 Service Technician Stage 1

Service technician technical controlled environment education and training has five modules that consist of classroom-based theory followed by practical sessions. The five modules encompass the scope and range of technical knowledge and skills required to assume type-specific design coverage of survival craft, release systems, davits and winches.

Level 1 Service Technician Stage 1 Technical Training (160 Hours)

General

This programme is designed to meet the technical controlled environment training and assessment requirements for all prospective service technicians. The level 1 service technician training document explains how competence shall be assessed and certified.

Candidate pre-requisites

Candidates shall:

a) hold or be working towards a nationally recognized qualification in engineering or mechanics, but not unduly excluding similar qualifications; and

b) hold a valid initial service technician certificate.

Aims and objectives

This programme is designed for individuals who have completed the initial service technician training and need to gain the technical theoretical and practical knowledge to enable them to carry out maintenance thorough examination, operational testing, repair and overhaul of lifeboats (including free-fall lifeboats), rescue boats (including fast rescue boats), launching appliances and on-load release gear under supervision.

Key objectives

The key objectives of the training programme are to ensure candidates:

  1. Can interpret technical documentation developed by the manufacturers and apply the information to their role;
  2. Can identify, interpret and apply to their role key legislation, industry guidelines, rules, regulations and conventions;
  3. Have the required technical underpinning knowledge and practical skills to carry out maintenance thorough examination, operational testing, repair and overhaul of lifeboats (including free-fall lifeboats), rescue boats (including fast rescue boats), launching appliances and on-load release gear, as applicable;
  4. Can write reports and complete associated documentation;
  5. Can demonstrate in their working environment basic safety and awareness.

Learning Outcomes Of Level 1 Service Technician Stage 1 Technical Training

General

During the training programme, candidates shall be required to demonstrate they have the skills and understanding required to be deemed competent in relation to the training outcomes.

Theory learning outcomes and Practical Learning Outcomes include:

Module 1: Work, health and safety issues while conducting activities on board.

Module 2: Survival craft.

Module 3: Release gear.

Module 4: Davits.

Module 5: Winches.

Level 1 Service Technician Stage 2

Service technician technical controlled environment experience and assessment requires candidates to undertake a minimum of four supervised scenarios-based practical exercises assessments covering the range of type specific complete systems for which they will be certified.

Level 1 Service Technician Stage 2 Controlled Environment Experience and Assessment

General

The purpose of the level 1 service technician stage 2 controlled environment experience and assessment is to holistically assess the knowledge and skills obtained by candidates throughout the initial and level 1 stage 1 technical training on a complete system.  This shall be achieved by scenario-based exercises that shall allow the candidates to be assessed in a simulated work environment under controlled conditions. Successful candidates shall be awarded a level 1 certificate.

Learning Outcomes of Level 1 Service Technician Stage 2 Controlled Environment Experience and Assessment

During the scenario exercises, the candidates shall be required to demonstrate their skills and understanding in key areas.
